Intent: 

To allow buildings to control the outdoor air supply independently from the heating/cooling needs of the building.

No. A DOAS system refers to an HVAC unit that has separate processes for ventilation versus heating/cooling to remove the constraints associated with linking heating and cooling with ventilation so that optimal air quality and thermal comfort can be independently achieved. A DOAS system does not imply that there is no recirculated air. Your MEP should be able to review the design, and ultimately decide whether to pursue requirement A or B to achieve the feature.
