I am only pursuing WELL Certification for a portion of our office. Do I need to consider all regular building occupants for the entire space within this WELL feature's scope in order to comply?

All employees within the project boundary would need to be counted as part of this feature's scope.

For Part 2, do projects need to purchase a personal thermal comfort device (such as a fan) for each occupant?

The project must provide thermal comfort devices to meet the expected and/or actual demand and commit to accommodate all additional occupant requests.

For free address in the thermal comfort, occupants can adjust the temperature between -2°C to +2°C compared to the room temperature. These temperatures settings are available for zones of around 6-10 occupants and for meeting rooms. Could we consider all the meeting rooms as spaces where occupants can go when they are searching a different comfort or confidentiality if it is their use in the project? These “free addresses” are not the same desks as normal desks but they allow a different way of working. Moreover should something be added as personal comfort devices if the temperature and the air flow are adjustable?

Yes, as long as occupants are able to freely move around to perform their work, this is considered compliant. However, if these meeting rooms are typically booked for other purposes and not available as free address workstations, then they will not count for this feature.
