The owner must provide compliant workstations throughout the entire building, including all tenant spaces. Access to tenant spaces is required to conduct a spot check during Performance Verification.

#24766 - Who qualifies as an employee? If an organization has temporary workers, would they be considered employees for the purposes of WELL Certification?

A worker is considered an employee if they have a regular or predictable schedule, which has (or is intended to) continue for longer than a few months.
